Motiva to add ULSD heating oil, biodiesel storage at NJ terminal

Motiva Enterprises LLC, a refining and marketing joint venture owned by affiliates of Royal Dutch Shell and Saudi Aramco, plans to switch its high sulfur diesel heating oil storage over to ultra low sulfur diesel (ULSD) heating oil at its terminal in Sewaren, N.J.

The conversion from high sulfur diesel heating oil (2,000 ppm) over to ULSD heating oil storage, according to a Motiva statement, was prompted to accommodate impending environmental regulations under a state of New York mandate, which requires all heating oil sold to be no more than 15 ppm by July 1. Additionally, New York City also implemented a mandate in 2010, which requires that all grades of heating oil sold in the city must contain at least 2 percent biodiesel by October. The conversion of tankage at the 5 million barrel Sewaren Terminal will also allow the site to take deliveries of ULSD for NYMEX-based contracts via marine and pipeline.

“Motiva’s Sewaren Terminal is strategically located to serve distillate, gasoline and ethanol suppliers and consumers in the Northeast,” stated Ralph Otis, manager of the Sewaren Terminal. “The conversion of the storage at the terminal will allow Sewaren to help meet the rapidly changing needs of heating oil consumers in New York and the rest of the Northeast.”

In addition to the conversion to ULSD heating oil, Motiva will also convert two tanks of current heating oil storage to B100 biodiesel at the Sewaren Terminal. With the addition of biodiesel tankage and improved rail logistics, the company will be able to supply multiple blends of biodiesel into the Northeast over the truck rack, as well as via marine vessel.

“Motiva is being proactive in ensuring that biodiesel-blended ULSD is able to be delivered to our customers into the city of New York as a result of the biodiesel mandate going into effect Oct. 1,” said Michael Wallace, manager of supply contracts and negotiation for Motiva. “We are pleased to offer a cost-effective way of bringing in B100 by rail or water, and then distributing to the city of New York and the rest of the Northeast to meet the growing need for renewable fuels.”

Motiva has begun seeking the necessary permits and approvals from appropriate authorities, including the local planning board, in order to begin converting tanks to store ULSD heating oil and add biodiesel storage capacity. The company expects to complete the conversion of tankage to ULSD in the second quarter and the conversion to biodiesel in the third quarter.
